EEO1 Report is not generating Type-3 HQ report

Summary:

We have configured the EEO1 report with two LEs - LE1 as Parent and LE2 as Child with separate HQs. LE1 which is the parent LE does not have any employees under it but client still want the Type-3 report with 0s which it is not generating, if we add any employee the Type-3 report is generating.

Kindly reach out to me if any of you have faced this issue before and have obtained a solution/workaround OR is this an expected behaviour.
