How to track audit history on Transaction Tables like Invoices, Payments

Summary:

We have observed a few instances where in some invoices, payment records in base tables is showing up last updated by value as certain individuals who are not supposed to act on them.

Is there a way to know what exact actions, updates were made by them so that Oracle cloud marked their name as last updated by in base tables?

Do we need to enable audit logging for this? or if this information is stored in any tables already?
