Autocomplete rule to validate and throw an error for multiple offer letters.
Summary:
Validate and throw an error for person for whom there is already one offer letter generated and it should not allow to extend another offer letter from another requisition.

If the candidate has job offer in any or specific phase and state, then block other offer letters from other requisitions for same candidate.
