Oracle Cloud Gen2 and Okta

Summary:

I am struggling with OKTA and Oracle cloud. I believe that we configured OKTA correctly. It test successfully in the identity cloud services. When we click on the tile from the okta launcher we land on https//<mydomain>/identity.oraclecloud.com/ui/v1/myconsole

The issue is that I don't see any applications assigned. My native account and my SSO account use the same e-mail, and I provisioned myself as Admin. However, I don't see any of the PBCS/FCCS/ARCS applications in my Gen2 environment (I have cleared them as per the routing policy).
