Any suggestion to prevent employee from taking another step in grade ladder?

Hello everyone.

Our client required us to create a new DFF field called "anniversary date" wherein they will put the date of the latest grade that was assigned to the employee. With this field, if the employee reached 1 year from the current date, they will go to the next step of their Grade ladder.

ex. PN 123456 has a date of 01/06/2022 in the anniversary date, it means that he was eligible to go to next step since it's already 1 year from the current date which is 14/06/2023. For the first run of the Run Grade Step Progression process, it went to the next step which is correct, but when you run again the Run Grade Step Progression process without changing the date in the anniversary date field, it went again to the next step which is wrong.
