Associate Business Unit with Legal Employer

I have implemented "Associate Business Unit with Legal Employer" via "Context to Manage Legal Entity HCM Information Page". It's working fine when I create Employee in directly in Core HR. System is showing valid BU for specific Legal Entity but When I create New requisition in ORC then system is showing ALL BU (Not valid list).

This is common problem for any global implementation where we have number of BU's and user do mistake in choosing the right value. So we should always show correct value related to specific LE.

Any suggestion why solution is working in Core HR and
