Unable to Access Personal Payment Methods as Admin - Admin Access Roles/Permissions

Our Payroll administrators are unable to find anyone when searching for employees in Personal Payment Methods

Currently, we have the Personal Payment Methods action enabled in the administrator tab. My role and some other employee's roles allow us to go into personal payment methods, search for an employee and edit their banking details and payment methods. However, when our Payroll Admin role selects the action and they search for an employee, no names appear at all.

What permissions do I need to add to this role to enable my payroll employees to be able to search, find, and edit this area like my account can do?
