How to edit a requisition created by an api

Summary:

Certain requisitions are created by an external system through an api and submitted immediately for approval.

On certain cases, the requisition gets rejected, either by an approver or system validation.

We would like to centralize the review, edit and resubmission of these requisitions.

What would be the required roles for a user be able to edit such requisitions?

This user is not supposed to be the preparer neither the requester.
