Order of Goal Plan

Summary: Hi All,

Suppose we have two goal plans and both the goal plans are assigned to employees.

Employees go their goal plan:

ME-->Career and Performance-->Goals

What is the logic behind which goal plan they see first. Could somebody please tell.
