How can I provide feedback and ideas regarding the oracle learning management system?

Summary:

We just started using the oracle LMS and it is in need of improvement.

Content (required):

Reports don't work, too clicky, managers can't delegate to their educators/assistants/coordinators, courses and offerings incredibly confusing, not intuitive, course id should be used instead of course name, can't filter multiple managers (we manage 6 across our state), not sure why we have to create an offering just to register one person, tiles take up a LOT of real estate, learners click a red 'no offerings' icon to view the wbt, etc., etc., etc.
