SLA Rule not deriving constant value from Rule

We have a situation for the accounting on the non-recoverable tax account it should populate a constant value of 9012 for the cost center segment if the natural account on that non-recoverable tax line equals a specific value. Below is the basic rule:


 "Invoice Distribution Flexfield Segment 4" = 192201 'And' "Ledger Name"(XLA,Y,S) != India INR US GAAP Ledger


I have also attempted the following:

"Account Segment" = 192201 'And' "Ledger Name"(XLA,Y,S) != India INR US GAAP Ledger


It is ignoring this rule and just populating the value from the tax setups. Any ideas on how to recognize the natural account segment value and drive a value off that?
