Is it possible to have an error message when Users attempt to enter data more than 128 characters when adding details on the Requisition Title Additional Information field?

I already set the limit to 128 characters but throwing up an error when exceeds 128 characters is not yet set up. Is it possible? If Yes, may I know the navigation on how to set an error message for this? Thanks
