Move Action on First Phase and State

Summary:

We have an assessment request action configured on the first phase and state of the CSP. Even if the candidate is disqualified when applying by how they answer the DQ questions, the assessment is still getting triggered.

The requirement is to have all new applications take the assessment but only if they don't get disqualified by the application questions first. Has anyone been able to accomplish this?
