The object has required segments configured in its descriptive flexfield but...
Summary:
Some HDL loads are generating a warning - The object has required segments configured in its descriptive flexfield but required segment validation isn't enabled.

There is a support article (2778133.1) which basically says to change a setting in Configure HCM Data Loader to enable the required segment validation, this dates from release 21B. Enabling this makes the warning go away, there aren't actually any errors in our HDL.
My question really is, why isn't this turned on as a default? Is there some negative consequence to enabling this checking?
Not really sure which forum to post this in so I've chosen payroll as it was a payroll related HDL load (EventAction.dat).
