Migration from Classic to OCI2

Summary:

We have received the test environment and the domain admin can see our environments but noone can access them. When trying to create users according to the Oracle Documentation we get redirected to somewhere else and dont know what to do from there.

As stated in the summary, how do you create new users in OCI2 when there is nothing to choose from ?

Navigator -> Users -> Identity(Primary)

Clicking on Groups and back again and we get this:

Clicking on here we get:

Clicking on +Add we get nothing

Anyone with a clue on what to do ?
