Unable to find where to add admin users after P2T (does not match documentation).

We recently had a P2T which removed access for some users but not all. We are trying to add them back but cannot find the idcs-oda application indicated in this documention: https://docs.oracle.com/en/cloud/saas/applications-common/23b/fagda/assign-digital-assistant-user-roles.html#s20071896

We tried looking for the users that do have access as an indicator of what might be giving access but we cannot find them either.
