Unable to use deep link to navigate to view journal page through OTBI.

We want to use Deep links in our OTBI report for journals. By using that deep link we should be able to navigate to view journal page in the application. However we have tried the below deep links but none of them is redirecting us to the desired page. These deep links are taking us to the create journal page.

Create Journal (GL_EDITJOURNAL,EDIT)

Create Journal (GL_EDITJOURNAL,VIEW)

Journal Entry (XLA_SUBLEDGER_VIEWJOURNAL,VIEW)

Is this something that can only be resolved by adding FND_VIEW_ADMIN_LINK_PRIV privilege to the developer role or is this an oracle bug ?
