Editing Candidate Talent Profile Info (Education, Work Experience, Certs)

Having an odd experience with the ability to modify this data.

Content (required):

On most external candidate job applications, the user CAN modify Education, Work Experience, and Licenses/Certs. However, on occasion, we come across an external candidate application where the same user cannot modify that data.

Any ideas on what would cause this issue?
