Sales Order Revision - Order has one closed line

Content (required):

Sales Order has many lines and one of the lines is closed. Revision is created for the sales order and one/more open lines are modified and new lines are added. No change is made/allowed on closed line.

Revision is submitted but it comes back to Draft status with error "Change order This fulfillment line cannot be updated because it was closed. Source Order Information: 777-1-1"

This error comes from seeded processing constraint BUT it should not appear for the above scenario.

My request to Gurus to suggest how this can be fixed or worked around?
