Can we hide a specific sheet in the excel output for some users?

Content (required):

We have an excel report which contains 2 tabs where 1st sheet contains the data dump and 2nd sheet is the actual report which is based on the 1st sheet data.

we have a requirement that 1st sheet should be only visible for those who have admin role. we cannot use hide function in the sheet, snice non admins can unhide the 1st sheet and view the data.

Is there any approach ?
