workforce compensation plan - Assignment NOT found when Test Eligibility Profile

when it comes to build a workforce compensation plan, I ran into one specific issue here.

workforce compensation plan -> Plan Eligibility -> Test Eligibility profiles -> Test an Employee's eligibility for the plan but no assignments can be found in the drop-down window

I want to test this Employee called Maxwell, Victoria if she is eligible for this workforce compensation plan. The last field "Assignment" is required to be selected in order to let system run it; however, I am not able to find any assignments for her even though she has an assignment: E5001.
