Plan worksheet shows a limited population even if there is no eligibility profile attached to plan

Summary:

Compensation plan worksheet shows a limited population even if there is no eligibility profile attached at plan level. For example, There are 30 people in the system who have payroll and salary data. But when compensation plans are run, only 15 people show in the worksheet.

The compensation plans are not having any eligibility profiles attached.

This issue is observed in all the workforce compensation plans.
