Account rule not working for Discount Account distribution in Payments

Summary:

We have created an account rule to apply certain values based on cost center. Mapped the account rule to Discount account distribution (which is where we want this value to appear)on Subledger Journal Entry Ruleset. Works for invoice accounting , but the values are not appearing when we see the accounting on the payment side.
