How to limit YTD amount for tuition reimbursement element

Summary:

We reimburse our employees up to the IRS maximum a year for $5,250 for tuition reimbursement and have a payroll element we use to pay them the funds. I need to know how to make the YTD cap $5,250 so Payroll will not have to audit if employees are reimbursed more than the $5,250.

Think of how 401k IRS limit works or the Social Security annual max.
