A user is getting this error message while trying to initiate approval for a credit memo. Where do I go to correct the error message

The rules defined under rule set InvoiceApprovalRuleSet did not return any results. (FUN-720336)
Cause Probable causes include Empty Participant, No catch all rule defined, or Rule definition incorrect.
Action Correct the rule definitions under the rule set.
