Subscription reads Pay as You Go, but account is limited to Free Tier.

I upgraded to Pay as You Go in February but was then credited winnings from a hackathon under trial credits, which caused the account to believe it was a trial. Trial has expired and I’m unable to upgrade because my subscription indicates Pay as You Go, but with only Free Tier services access. I’ve tried changing billing card to no avail, although it did accept the new card.
