Negotiation award approval to be followed by requester and buyer license consumption confirmation

Hello Everyone,

We have a requirement where in the negotiations award process the client wants to follow the requester hierarchy so if the negotiation has been triggered from the requisition it should go to the concerned department hierarchy only. Now as per the product capability, it can only have either the Negotiations owner's or the buyer's approval will follow. We don't have any option for the requester delegation to be followed. Apart from this, the count of the requester is more than 300 in the organization hence if we provide all the requester the role of a buyer then it will consume
