Changing candidates to employees

I am trying to change the status of a candidate to "hired" and convert them to employee.

I am using Taleo Business Edition. Is there a maximum for the number of employees you can have in your employee count? I am trying to change the status of a candidate to hired and convert them to an employee. I am able to change the status but I get an error message when I try to convert to an employee.
