Restrict Requisition entry on Cost Center

Summary: Client requirement is that Requesters/preparers should be restricted on creating Requisitions out their acceptable list of Cost Centers. How can this be achieved ?

Cost Center is one of the Segments in COA.

I can use the Approval rules to Auto-Reject if it is outside the acceptable list but then this will be a bit of hardcoding of names/cc's in the rules. Want to avoid that & see if there is any other way to setup this.
