I can't login to my oracle account...Recovery email not receive

Hello, I can't login to my Oracle Cloud Account, I tried reseting the password for and not receving the Recovery email, and the live agent said tried to send password reset email, unfortunately job failed to reset. looks like this is technical issue,told me check this with our technical support engineer through the below forum and post your comment, the technical engineer will revert back to me please help me
