Errors on defaulting payroll frequency when trying to quick convert an employee

I am getting error when trying to quick convert a pending worker to an employee. Idea number in Autocomplete rule portal is #19

My rule I have created works as expected when the recruiter creates the offer, the rule defaults the pay frequency correctly(see rule logic below)

However when the candidate moves to HR and we try to convert the employee we are getting this error message? Why is this happening?
