Transitions Task Condition Delay

We are attempting to create a condition to delay a task from triggering by X number of days (or hours) based on the LastPreviousStepEndDate.   The options we have under "operator" are below.  Do we use "is less than or equal to"?  How is the value field used?  Does it recognize hours or only days?   Anyone have any experience with this?  Ultimately, this task we are trying to delay is a notification but we don't want it to trigger right away but the way its setup now using the a specific field of "isnotnull" is too long of a delay than
