Business Unit dropdown is Blank while creating HR Helpdesk Categories

We are on 23b and classic HRHD, when trying to create Categories using the task 'Manage Service Request Categories for HR Help Desk' I am not getting the Business Unit in dropdown to choose from, also after 23b Nextgen page is coming up for Category creation. I have already enabled HZ_DEFAULT_BU_CRM and HZ_ENABLE_MULTIPLE_BU_CRM profile option. Has anyone faced the similar issue?Please have a look at screenshot attached.
