unable to view job offer in approval without adding approvers as collaborators

Summary:

Below mentioned privileges in the document are already available to collaborators but they are not able to view any information in the offer approval till they are added as a collaborators in the offer team. As per the document, do we require either of the 3 conditions, if so, being just an employee should suffice or else is first and second conditions to suffice along with the third?
