R13 18B after Quarterly patching 'hiding from manager' not working for budgeting

Quarterly patching caused 'hiding from manager' to not work for budgeting

We just applied our quarterly patch for R13 18b over the weekend.  Now the functionality to hide from managers the 'budgeting' section is not working as expected.  Anyone else seeing this?

I have already submitted an SR.
