Is it possible for Recruiting Agents to have an access almost similar to Recruiters (CSP, Offer,etc)

Summary:

Our client wants some of their Recruiting Agents to have an access almost similar to Recruiters. They want these agents to be able to manage the candidate such as moving them from phase to phase, create offers, etc. because these agents are what they are using for bulk hiring. We already have our custom agent role (combination of recruiting agent and recruiter). As of now, the role cannot access the offer (and other accesses needing a worker record) as by default, agents do not have a worker record when they were created through the "Recruiting Agencies" task and this is
