Synchronize with identity store option missing

Summary: Hi, one of my customer having HR custom role is not getting the option "Synchronize with identity store" on manage user account page. Is it because they are not having access to "scheduled process" button? If yes then what role/privilege they need to have access to "Synchronize with identity store" and Scheduled Process?
