Summary: We need a better understanding on what is meant by the following (see below)? Specifically, what is looked at to determine whether a task owner is available or not?

"When a task is allocated, the hierarchy followed is, it's first allocated to the task performer; If the performer isn't available, then it's assigned to the task owner, and if the task owner isn't available, it's allocated to the task initiator."
