Synchronize Grade Step Rates not updating future salary rows

Summary:

We have future dated salary changes for employees. We did a Grade Rate increase as of this month and ran the Synchronize Grade Step Rates process. All employees were inserted with the new salary row. However the future dated salary rows were not updated. I have run the process with Future dated effective date and still it does not update the new salary for the future salary row.

How to update the future dated salary changes in such scenarios?
