How to manage multiple Headers and Footers on Compensation Change Statement?

We have multiple headers and footers. Therefore, we put the header conditions in the Header section and footer conditions in the Footer section.

However, when mass generating Compensation Change Statements under Administration Reports, header and footer is not working as expected.

In this example, generating individually is working fine.

If we generate under Admin Reports, it prints in 1 page only with all headers and footers and only 1 employee name.
