How to utilize Account hierarchies parent values in Journal Approval rules

Summary:

We have a requirement where we need to validate whether a certain segment value on the account combination is a child of a specific parent. How can we configure such requirement in Journal Approvals.

Previously we utilizing sql db query in skip rules to do that check. But from 23B onwards, BPM is disabled by default and we did not find any option to create skip rule in the workflow spreadsheet.
