Is it possible to have a benefit election begin and end on the same day?

Summary: We have an employee who terminated 12/30/21 as a regular employee and became a retiree on 12/31/21. Open Enrollment benefits for all employees and retirees for the new period began 01/01/22. So the retiree needs an election that begins and ends on 12/31. Is this possible?
