Pervious POV rule balancing report changes when Dimension data in loaded

Summary:

We recently implemented PCM module and are in Parallel run mode. However whenever we move from one month to another, there are changes to dimension data.

As we can't load incremental changes to dimensions, we do full load and deploy database.

Then we see that rule balancing report amounts for Previous POV's changes. Even though we don't see much changes to actual dimension members.

Not sure if this is working as expected or we are missing something.
