Processing Constraint effect on EFF

Summary:

hi Gurus,

I had defined processing constraint which was working in restricting updates on fulfillment view and order line updates based on order type and line status. but while creating a revision , I can see I was able to update EFF at header level. Is this expected behavior, can we restrict EFF updates by using processing constraints.
