Salary change pending approval and Synchronize Grade Step Rates Process

Summary:

Core issue:

1)     An employee is planned for a position change which involves as salary change on a specific date. (say 3-Jul-2023). The transaction is pending approval by approvers.

2)     Now Compensation team in parallel plans to increase the grade rates for all employees in the organisation effective 3-Jul-2023. They have updated the grade rate using Progression Grade Ladder and ran the Synchronize Grade Step Rates. This is successfully completed. This does not give an error stating that there is a pending transaction which will update the salary.

3)     On 7-Jul-2023, the transaction is approved by the approver. (When the transaction is edited, it gives an error. When transaction is approved, (without editing) its marked as Approved but In Progress status. The diagnostic logs says the same error message. (“The start Date or end date for this salary record is invalid because it overlaps with an existing record”)
