Created Custom Role to Submit Specific Flow

Summary:

I have created the role with the custom payroll flow security profile and still unable to submit a flow successfully. I created a custom Flow Pattern Security Profile w/ Run Employee Active Payroll Balance Report & Run Employee Active Payroll Balance Report for US. The user cannot successfully submit the flow. When I change the Flow Pattern Security Profile to View All Flows, the user can submit the flow. Any assistance would be greatly apprciated.
