Collections and GOP refresh in Case of back to back Orders

Summary:

Currently Collect Planning data and GOP Refresh scheduled with a frequency of every 4 hrs (Per Oracle's recommendation) what is happening during these 4 hrs of window (After the process ran last time) Users are creating an RMA, RMA Receipt and a new Sales order for the same Item, newly created orders are creating a back to back Mfg (Make) Orders even if the supply/On Hand Exists in the Inventory (Thru RMA) we don't want Make order to be created in this case instead it should have consumed the Inventory available on hand which was received from thru RMA

As a workaround/resolution to this we have to cancel the supply from Supply Planning, run collect planning data, GOP Refresh and then pick/ship confirm from the Inventory, which is a time consuming and inefficient process Is there a way to handle this? Changing Collect planning frequency to less than 4 hrs ultimately impacts the overall system performance/slowness per Oracle.
