Recruiting Candidates without Email Addresses

Hi community,
Currently implementing ORC in Mexico, and a majority of the population hired in Mexico are warehouse workers and don't have email addresses. When creating candidates for other countries, the email is required and expected, but when creating candidates for Mexico, this is information that we do not have.
Curious what solutions other companies, that recruit similar populations (i.e., people that do not have emails) do? Do you use fake email addresses? Make email not-required?
