Issue with image behind text in Employee Change Statement (WFC)

Hello:
I've created a new employee change statement template for our LTI process. I've got 90% of it done, but there is one problem I can't seem to solve; it's a bar image at the top of the page, with text overlaying it, that disappears when I generate the statement as a PDF. The text remains intact, but not the image itself. I have tried multiple approaches to it (bring forward, send back, etc.); checked my settings in MS Word (Options>Advanced> Show document content) and everything is correctly checked (I think).
