How to restrict the Requester to cancel the PR lines which associated to transfer order in

We need to remove the privilege of cancelling Req Lines from the Requesters. But We are only able to find that if an approved requisition has been placed on a PO and the PO has been approved, the 'Cancel Purchase Order as Procurement Requester' privilege (inherited by the Procurement Requester Abstract role) is what enables the ability to cancel the PO line.

But it doesn't work for the requisitions with transfer order.

So we need to know is there any privilege that can be used to restrict the Requester from canceling Requisition with transfer order?
